Holyrood backs Emma Roddick to prevent wildfires

Highlands and Islands MSP Emma Roddick has secured a major victory for rural safety as her amendment to the Natural Environment (Scotland) Bill passed unanimously in the Scottish Parliament on Wednesday 28th January.

The amendment gives local councils the ability to operate fixed-penalty notice schemes to enforce by-laws aimed at preventing wildfires. Ms Roddick has been a leading voice on this issue, pushing for stronger preventative measures following the catastrophic Dava Moor wildfire in 2025, which destroyed over 11,800 hectares of land, including through leading a debate in the Scottish Parliament last year.

The new powers will allow local authorities, such as the Highland Council, to issue fines for banned activities that risk starting wildfires, providing a swift deterrent against irresponsible behaviour in high-risk areas.

Ms Roddick said:

“I am delighted that Parliament has backed my amendment unanimously.  Local councils have been expected to protect our communities from the threat of wildfire without the necessary tools to enforce sensible rules.

“The Dava Moor fire was a heartbreaking reminder of how quickly our natural environment, rural businesses, and landscapes can be devastated. By passing this amendment, we are learning necessary lessons.

“This is a massive step forward in empowering the Highlands and Islands to protect our unique landscapes, our wildlife, and most importantly, our people and their livelihoods.”

The Natural Environment (Scotland) Bill is a landmark piece of legislation aimed at halting biodiversity loss. Ms Roddick’s contribution ensures that the bill now includes practical, local solutions for one of the most significant environmental threats facing the north of Scotland.

The bill as amended was agreed by Parliament on Thursday 29th January.
